The charter contains all the guidelines that the moderators need. The moderators are not responsible for a poster doing something that is illegal. The moderators should not be expected to be well versed in international copyright law. Indeed, there are surely many thousands of books on that subject alone, and the decisions would require many CD's. After a moderator becomes aware of a fault, then action should be taken. The list of possible infractions is infinite. There is no way possible to be constantly on top of every conceivable scenario. Again, for illegal actions, liability rests solely upon the originator. This also is contained in the charter.
