This is the "drawing" line of the Zaitsev opening.  Basicly, the reason the
repetition occurs is black has no better move then Re8 (in theory) after Nf3.
As to the fact its a repetion, the position after 10.d4 Re8 is repeated a 3rd
time after Nf3.  The rules of chess the its the repetition of POSITION not
moves.  That might be the source of your confusion.
