Well, I don't think you will get much other than personal opinion based on experience, but I'll give it a shot. I personally use ICC. It has an excellent client, and every feature you could want. You can observe GMs and IMs playing at any time, which is always fun, you can play in simuls, tournaments, get online lessons from IMs or whatever. I have heard that FICS is good, but have not tried it. For me, I want things like the ability to censor people who are offensive. Even though ICC costs some (paltry) money and FICS is free, free is not worth it if I have to deal with obnoxious people who spoil the experience by behaving in a way they would not have the courage to in person. Anyone familiar with FICS can feel free to weigh in on this issue, but I'm guessing that these free services are anarchies. In that waying paying is good, because cheating or being too offensive carries the risk of being thrown out and losing real money. This I think must provide for a reasonably civil environment, but perhaps there are free services that provide such filters.
