Perhaps a system of 3 warning levels should be adopted. When someone is warned for the first time, they should be told very explicitly what they are doing that is unacceptable. Also, at the time of the first warning, it should be made clear that if the errant behaviour continues, and they go to a third warning, they will be expelled from the group.
