On this side of the Atlantic I've seen happy chappie and happy bunny to mean pretty much the same thing. "He's really not a happy bunny, is he?" is excruciatingly funny, used as an understatement for someone whose PC running windows has crashed immediately after a ten-minute boot sequence for the tenth time in a row.
