In CCT1, author permission was required.  I'm assuming the rules are the same in
this tournament.

I think it would be interesting to have a tournament where people can enter
programs without the author's permission.  This might get boring if too many
copies of the same program are playing!  So you might would want to limit the
number of copies of the same program (giving preference to the author of
course).

One possibility would be to allow operators to enter programs into CCT if the
author hasn't done so, and limit it to at most one copy of each program.  This
would be a way of getting Rebel, Tiger, Fritz etc to participate.  I suggest
that we don't go down that route, but others may disagree.
