He had a "normal" account, under his real name, for a little while, during the
last moderation period.  He posted once or twice, but apparently didn't get the
calibre of response he thought he deserved, because he called us boring, posted
his password, and left.  Until he showed up again with a pseudonym some time
later.

What exactly is supposed to be done for this person?  Does Steve need to appoint
someone to keep track his moods, and either add or subtract an account for him
depending upon whether he wants to participate in the "Fool's Forum" this week
or not?

The guy is behaving like this for sport.  What is happening now is happening
according to his own preference.  Does he even *want* another account, or does
he insist that he be appointed "most respected leader for life" as well?
