If deep blue entered, there would be no objections. Uniform platform is very hard to achieve. Give all the authors 1GHz PIII machines? What if your program is written for a Macintosh? [Yes, there really are Mac programs, and they really have entered]. But uniform platform is a laudable goal of sorts. They strive for some parity in the WMCCC, but even that is very difficult to achieve. Consider also the cost of renting 40 PIII 1GHz machines for one week and the insurance costs as well. (If machines are provided, I think a lot more programmers would show up! Hauling a big PC all over the planet is a lot of work and risky too).
