I think, there are two main variants of such events, i.e. - competition of programs (individual software, equal or identical hardware) - competition of machines (individual soft- and hardware) Paderborn is just the 2nd type of tournament. In other tournaments, various types of rules have been applied, ranging from identical pc's or "single CPU" to unlimited. I think, as long as the rules are the same for everyone who wants to participate, we cannot really say it's unfair in the sportive sense of the word (of course there may be imbalanced hardware conditions, technically speaking).
