I think it is not formally wrong, but very unfortunate for many (most?) engines. It is not wrong, because I think, it does not contradict the WB-protocol. Of course, I would prefer not to see the "new" and movelist before each new move, at least for "normal" games. Analyze mode, where you may jump from one subtree to another, is a different matter.
