Because it runs in a different environment (Win16 instead of Win32),
uses 16:16 code instead of 32-flat, and uses a different compiler (BC3.1
instead of VC5.0).

Ideally it plays the same as a Win32 4.6 engine, only slower, but that
version never played a game in public (Paris was 4.5). Besides, random
timing effects would make it vary on many moves.
