Not entirely. Either a purely recommendational role or as a justification for
Enrigue's decisions (if he made any, which Schröder implies if I understand
correctly) poses the same problem. Only the level of involvement or free will
differs.

Apart from having virtually no information about SMP programs and the lack of
completeness? That would seem like considerable obstacles given the BGN
parameters for selecting relevant candidates IMHO. Don't you agree?
