How about this, Why not leave RGCC alone, and we find out how we could
start the exact kind of newsgroup, called,
Alt.games.chess.computer.moderated, instead.  That way Rolf and the Do
Do, (and whoever else, that is considered offensive), can spew their
random repitititious madness, forever exactly where they are; yet the
posters who just want to converse about computer chess, can do so at a
site that doesn't require a browser.  Seems to me, an almost ideal
solution, as everyone's needs & freedoms are kept intact.
