Yes, but there is no way to stop someone from using a made up name like
"John Smith", for example, or something less obvious.  I could have the
signup script delay sending out passwords until a human had a chance to
look at it, but this delay might be up to 12 hours or more if the person
tries to sign up at night or on the weekend.  And there still would be
no way to catch a realistic fake name.
