Queen moves shouldn't be penalized more than others!
The Nimzowitch way is to say that each move costs a tempo during the
development phase. So if a piece moves around a lot and then is
exchanged with a piece that hasn't moved that much you throw away all
these tempi for nothing.
With this in mind a piece should be placed on a square (the "right"
square) and then stay there. That's the hard part for the Queen (to stay
there)...
I penalize each piece moved the second, third and so on time.
These values increases with each extra move.
