The program should play by the rules of chess, or else the program per definition does not play chess. Close to chess, yes! And maybe someday the rules will be changed. And you forget the cases where a win is possible outside the 50 moves, but search + tabebases are not enough to show it as a fact. And what if one program claims a win in X moves. You then take the rules of chess to be dependant on each programs implementation of search and tablebase use. You would then need some kind of 'official' arbitration software. It would open a whole can of worms.
