Years ago I experimented with the evaluation of "hanging pieces",
but it did not pay off.
But feel free to do your own experiments.

One warning: test over a lot of positions. If you only test it with few
positions your results might be misleading. And also play games
with your program. There are many WinBoard engines available now.
See what kind of game your program produces.
