An easy question to answer -
The expertise of the author of Crafty

Seriously though, an intelligent programmer
would aquire needed skills during the
implementation and testing of the program.
Therefore programming expertise is probably the
most important.

On the other hand, not long ago, it was easier to
teach an engineer to program than to teach a programmer
the engineering skills required to solve certain problems.
Therefore chess expertise is probably the most important.

Looks like the best answer is to examine the qualifications
of the successful chess program authors.
