The fear of being called a cheater might be legitimate if it has happened
before.  Opinions clearly differ, but I think the risk of cheating is grotesqely
overblown.

Send in the Winboard logs right after the game.  If a Rebel binary can
consistently repeat the basic sequence of moves, then no one should doubt the
veracity.

In many places there are no such rules.  I think it is clear that when there is
such a rule people blatantly disobey, so it is better to remove it.
