It depends on the country that you live.

It is not enough to make you the world champion but it may be enough to win
national championship.

I used also my brain but I was very careful with it and the main use of it was
in choosing which program to believe and cases when I chose no computer moves
were rare.

I believe that if you use a computer for every opponent(something that I did not
do) and you are careful not to trust the opening book except positions when
there are hundreds of games in the database you may get the GM title in
correspondence games.
