I thought the question was what's the rating of perfect chess.
(I gues it can become higher then 4000 it depends of the oponents starting point
It must be a  very strong player who makes all the best moves posible
 otherwise you can't show that it was perfect chess.)
And not how high can your rating become by cheating.
