I prefer [D]8/8/8/8/1p2p3/1P1kP3/1P3P2/2K3N1 w Q/4 -
since O-O-O for white consists of 4 partial operations:
(1) remove K at e1
(2) put K at c1
(3) remove R at a1
(4) put R at d1
And since just (4) is missing, and 3/4 of the castling are done already,
the right to castle did shrink down to its last quarter :-))

I would say "white to move and mate in 1/4 move".
