In Q vs RR, I think it is important for the rooks to be connected. So perhaps your engine is accepting the two rooks without regard to whether or not they can be connected. I also think that the queen is preferred if in the opening or middlegame, but the advantage of the queen is diminished in the endgame. Just my US$0.02
