Most programmers make certain assumptions.. such as starting the game with 1. e4 as white because of the opening book. Without this book, the program might well choose d4 or Nf3 (likely) and end up in a d4-type opening where it is "uncomfortable." A chess program is a synthesis of several components, one of which is the opening book. Endgame databases also fit this...
