I think that it may be dependent if you play correspondence games by mail or by
email.

I suspect that people who play correspondence games by email use more PC
programs.

My experience against a player who play by mail and had a correspondence rating
of more than 2300 suggest that he did not use a computer(He did a tactical
mistake that a computer has no problem to avoid even at short time control) .

I know that I won correspondence games against players with correspondence
rating of more than 2500 and I got the feeling that the fact that my computer
outsearched their computers helped me to win the game.

I agree that there are players with rating of 1800-2600 who use computers based
on reports from a friend but the main reason is the fact that the rating system
is broken.

It may be interesting to see statistics about the results of players in
correspondence games based on the difference in rating.

I am not going to be surprised if you find that players that are weaker than
their opponents by more than 400 elo score more than 25%.

In  this case it means that rating means almost nothing in correspondence games
and it is better not to give players rating in correspondence games.
