In addition to what Peter said, programming a go program is EASIER than
programming a chess playing program. I am speaking of the fact that it is easier
to program an engine to play legal go than it is to program an engine to play
legal chess.

As has been pointed out several times here, programming a good evaluation
function in go is certainly harder than it is in chess. So if you were to say
that it's harder to program a go program that plays at master level than it is
to program a chess program that plays at master level, you would be correct.
