I suggest starting all of the top programs at a rating of 2400, and those of questionable strength to be set as unrated. Doesn't really make too much difference though except possibly for pairing, as you could after the tournament is over, use several different formulas to rate it. Also perhaps the USCF provisional formula should be used for the whole tourney.
