That's what I get.
Absolute max = (9 * 9 + 2 * 5 + 4 * 3) * 2 = 206
But pawns can only cross one another after capturing. One capture allows both
sides to promote a pawn. So to promote all their pawns, 8 captures have to be
made. Assume 8 knights/bishops are captured.

so 206 - 8 * 3 = 182

I have no idea if it's theoretically correct, but it seems right.
