Marc Boulé gave a link to his universities requirements for a master's thesis.
The requirements said specifically that new original material was not a
requirement for a master's thesis. The same is not true of a PhD thesis.
According to the requirements from his university, this seems to be a master's
thesis to me (but not a PhD thesis).

Are there different requirements which require original work to be a part of a
master's thesis in other parts of the world? If so this may be one of the causes
of the disagreements people are having, since according to different
universities, both sides are right (if some universities require original work
in a master's thesis, that is).
