I think it's a forgone conclusion that it's technologically possible to build a computer that would be the world champion under all conditions. It's just a matter of money to build one powerful enough. Perhaps the scientific challenge is over. Enough nodes per second, enough tweaking of the evaluations, and it's done. Regardless of the conditions of Kasparov-DB2, it was enough to show that it is feasible with modern technology if your pockets are deep enough. The future is just a matter of how cheap a computer could do it. Eventually your toaster would beat Kramnik. :)
