Because they _can_.  Tiger has an ICC interface already.  ChessPartner works
just fine.  Junior has an ICC interface.  I'd _bet_ that others do even though
they don't distribute them...

All that is needed is for the majority to do it.  If the rest don't want to
participate, they can sit back and watch.
