Dude, when your rating is provisional it jumps around like crazy.  Once you play
20 games, it stabalizes, and you don't lose rating points for wins anymore.
THough you can get 0 points for a win if you play someone more then 719 points
lower then you.

When you are provisional, you should limit your games to people CLOSE to your
rating.  Playing someone siginifcantly lower will lower the avg rating of your
opponents, and it is THIS that is used to calculate your rating.

The ICC's system is not great but its not as bad as you seem to make out.
