The only way this can happen is if this happened when you were in the
provisional rating period (< 20 rated games).

I believe that ICC has tried to fix this, but it used to be true that if you
beat a 1200 player 20 times out of your first 20 rated games, you rating would
be 1600.  If you played a 2100 player and lost 20 times out of your first 20
rated games, your rating would be 1700.

There were people who had 2300 ratings who did nothing but lose to 2700 rated
computers.  There was no evidence that they could ever win a game against anyone
of any skill level.
