I think there should be two main things added: 1. No draw by agreement can be made until move X (where X is some number, probably 40 or greater). 2. No draw by agreement can be made until there have been Y moves without a pawn move or capture (where Y is some number, maybe 10 or greater?). Both conditions (1 and 2) must be met before a draw by agreement will be allowed. This would force people to at least play the game. Currently, you see two GMs get to the point in the game where they have to take a microscopic risk, and they agree to a draw and avoid having to expend any energy to play through complications. I like Silman's advice for these people. If they can't take that pressure (or whatever it is), take up solitare.
