We do not have more draws by agreement today than any other time in history.
Chess was always like this and it won't change.
Several rules have been tried and all of them failed, miserably, since they were
too artificial. Hubner and Rogoff in the University Olympic Games In the   70's
wanted to draw. They were not allowed because the agreement was too soon.
They came back to the board, pissed off, and played something like
1.Nf3 Nc6 1.Ng1 Na5 2. Nf3 Nc6 etc. and one of them claimed the draw after three
repetitions. They were, obviously, trying to make a point, besides trying to
make half a point :-)
