I don't think it is wrong to allow "tactical draws", where a player in a winning position offers a draw to quickly finish a game in a tournament where the result is already certain. I think the problem has to be tackled at a different point. It wasn't so much the result of Game 6 that was disappointing, it was the result of the tournament. Tornament rules need to be changed to prevent draws. Several possibilities are: 1. "If a tournament is drawn after the last game, another game must be played to decide the outcome. If that game is drawn, another game must be played, etc. If the players cannot decide on the date/time for the new game a group of judges will decide the winner of the tournament based on the quality of all the games played". Unfair? Maybe, but pressure like this would make both players less likely to agree to a draw. 2. (This only works in the case of a championship). "If the tournament is drawn, the champion wins by default". This means that, in a 2.5-2.5 scenario with one game to go, the challenger would refuse a draw, since accepting a draw is identical to resigning. In a 3-2 scenario with one game to go (3 points to the champion), the last game wouldn't have to be played, because the result is already certain.
