Subject: Test legality of sore loser

I reported a cheating sore loser's abusive language and insults to the
chess server's administrator and his account was deleted.
I started to receive all kinds of spam mail with suspicious attachments.
At http://www.samspade.org I found the originating domain of some of the spam
for which apparently no proxy was used.
The domain belongs to a guy with the same initials as the sore loser's chess
account. An adult dating site is configured at his IP address. Some of the
female flesh on offer is advertized as being under 16 of age and AFAIK illegal
but I don't know what to think of it.
I reported the spam mail and content of his site to his ISP.
A few days later the site was online again and I received more abusive language
and outright threats to life.
My credit card as been billed for online purchases I did not order.
I blocked my credit card right away. Norton detected 2 Trojan viruses.
I cannot access some of my mail accounts anymore since the password has
apparently been changed. Some of my colleagues and friends received abusive mail
from my mail address that was not sent by me.
I feel persecuted and started to distrust anybody online.
Where can I file complaints in this situation?
Is his site really illegal in that jurisdiction? If so what can be done?
I will not post the URL here but the regulars that are trustworthy
can check it out if they write here they want to receive the URL by mail.
