My memory is 100MHz and latency is 3 so it's not the fastest. But, my cpu is a celeron and needs only 66MHz memory. When I put the latency at 2 with 66MHz memory I gained about 5% speed. I'm sure there are many more things which can increase performance of pc's, even without overclocking.
