The best freeware Checkers program I *believe* is Cake ++.  It seems to be
better than Kingsrow but Kingsrow is also better.

The strongest checkers program is Chinook.  It played for the World Checkers
Championship against Marion(sp?) Tinsley.  It is supposed to have some very high
number of TB's like up to 10 man if I remember correctly.

Here is a good place to go it is the website of "Checkerboard" the equivalant of
Winboard but for Checkers =O)
