This usually means "with respect to color". IE in Crafty, it dislikes blocked pawns in general. If it is playing black in a position where everything is equal except the pawns are blocked, it will produce a + score (good for white) since it dislikes the blocked stuff. If it is while, it will produce a - score in the same position since it _still_ dislikes the stuff. There are other cases, but the idea is that some of the scores are not relative to black or white, but relative to which side the computer is playing.
