SEE stands for static exchange evaluator, it's used generally in queiescent search to prune obviously bad captures (like qxp, when it's defend). It does make mistakes sometimes because it only considers one square. But generally the mistakes are too small, and too far into the tree to matter much. SEE can also be used in the main search. Although only for move ordering.
