Subject: Explain why programs need deinstalling when in CD-ROM form?

I know only tidbits about how Windows9x has MS-DOS somewhere lurking behind it.
Does one have to actually get a MS-DOS 6.2 (or similar) OS floppy after a
computer is installed with Windows98 in order to get decent performance from a
MS-DOS program?  Or is it on the W98 CD-Rom?

I feel like an idiot posting this, thanks for any help...

The subject heading is also another dumb question...
