I do not think that better free programs encourage the commercial programmers. Maybe the opposite is the case and if they see that they need to work harder to become better they may give up computer chess not because they cannot imporve their program but because they cannot be sure that the improvement is going to be enough because even if they do something better than free Ruffian2 there may be free Ruffian3 and free Ruffian4. You can claim that they do not care about money and develop it mainly for fun when they have fun when they beat their opponents but in that case I see no reason why competition from a free program should encourage them more than competition from a commercial program.
