I'm using Bluecurve (under KDE) as the "windows decoration" (the windows frames
and buttons) and Keramik as the widget style (defines the shape, color and
behaviour of buttons and controls inside a window).

Yes, KDE takes a long time to start, but once it is running it is not slow.
