hi bob,and hi prof.@ubama(read your post below.)
the gui is an acting extension of the wccc.
an agent approved by them,and agreed to by all.
as an acting agent it has the authourity to make decisions on the floor.
if the commitee wants to over rule no-p.
the operator cant over rule the ref.
