I will look again tonight if I can.  I believe the entire point of that
position is that if white doesn't play b6 _now_ then black can prevent it
in the future.  However, the Be3 move keeps the threat alive for one move
if I recall.  I'll look at it later and see if I can find my copy of the
book these came from...
