For the record, I organized and directed the first-ever computer chess blitz event. I believe it was at the 1980 or 1981 ACM event in Nashville TN. Won conveniently by Cray Blitz. We had the same problems, with games that were backed up, and so forth. So I have been "right in the middle" of this. I saw the problems, I came up with solutions that minimized the human factor, although as most there would tell you, my chess typing skills really made a difference, which is a bit more than what should happen in a computer player event. But that is solvable with technology. A local server/arbiter to connect players, manage the clock, handle various draw/mate claims, etc. A local software tournament manager to do the pairings correctly, electronically collect the results, etc. It's all already written, debugged, and working.
