Well, Microsoft would say yes.  A while back, someone was suing them, because
_allegedly_ DR-DOS was able serve as the underlying DOS layer for Windows 95
just as well as MS-DOS, were it not for some effort by Microsoft to make sure
this wasn't the case.  I have no idea what happened to the lawsuit, maybe it has
been dropped.  I think Ray Noorda (now with Caldera OpenLinux) had something to
do with it, but my memory's pretty foggy on it.

But for all practical purposes, you are right, DOS is "tied up" with Win95.
Probably Win98 too, though I can't speak from experience there.

Anyway, we're sort of drifting...
