I also thought so at first, but after analysing the position before black's 13th
move with
a few other engines I think Stuart Taylor is right:  Almost all engines play the
move Qxc3.
Perhaps it really is black's best move after all (when I first saw it, I thought
it couldn't
possibly work).

I agree, 28. Re1 and 28. Bb7 both look better than 28. Qe1.
