I do not think that this is the case.
You can use your creativity to do a program that earn more from fast hardware.

I do not think that Currently programs are so strong.
I find that sometime even top programs do some stupid mistakes that human
players(with rating more than 1900) will never do.

A poor program has no chance against top programs on fast hardware.
